Job Description / Responsibility
  • Responsible to:
  • First Reporting Line: Head of Finance, Muslim Aid UK.
  • Second Reporting Line: Country Director, Muslim Aid UK Bangladesh Field Office.
  • Responsible for: The development, management and reporting of all finance-related aspects of Muslim Aid Bangladesh, and ensuring that the country office’s financial management systems run effectively and efficiently.
  • Purpose of the Post: To strategically develop MA’s Bangladesh Finance systems ensuring that the systems meet the statutory, standards and legal requirements.
  • Country Level:
  • To support strategic MA Bangladesh operations to ensure that the overall country objectives are achieved.
  • To facilitate professional and systematic communication and cooperation between the different parts of the MA family to ensure maximum impact of the organisation’s work.
  • Department:
  • To strengthen the Finance processes by actively engaging with the relevant networks and stakeholders.
  • To lead on the development, implementation and regular review of the department strategy, work plans and systems to achieve the agreed department objectives.
  • To lead, manage and develop staff in order to ensure that the department is capable of fully achieving its agreed targets.
  • Main Key Responsibilities:-
  • Financial Management, Reporting and Internal Controls:
  • Maintain systems and controls to ensure the efficiency, integrity and transparency of the field office and sub-office operations in accordance with guidelines provided by MA HQ and internationally accepted accounting standards.
  • Ensure all accounting records and supporting documentation for all financial transactions are maintained in a systematic order and in safe and secure conditions in the field office and sub-offices.
  • Provide MA- HQ with complete, accurate and timely financial reports, including institutional donor reports where required for all projects implemented in the field office, in the required formats.
  • Maintain accurate and effective financial controls on all transactions incurred by the field office and sub-offices as part of project implementation and other related costs.
  • Maintain effective control over cash and bank, and ensure that cash in hand and bank reconcile with accounting records. Ensure that the field office and sub-office funds are adequately managed.
  • Provide quarterly and where required monthly financial reports to the MA HQ Finance Department.
  • Assist and support the Country Director and Programme Manager in ensuring that field expenditures meet MA, HQ and institutional donor requirements and remain within the approved plans and budgets.
  • Assist and support the Country Director and Programme Manager in the preparation of budgets for project proposal and annual field office budgets.
  • Ensure the effective and efficient working of budgetary, accounting, reporting and internal control systems for the field and all sub-offices.
  • Liaise with external auditors, government departments, and banks regularly.
  • To work as part of a team and liaise with Country Director and the Programme Manager field and sub-offices teams and MA HQ Finance department and Program Department.
  • Provide guidance and develop the finance staff of the field office and sub-offices.
  • Review monthly budget requests by departments, projects and sub-offices.
  • Ensure all statutory returns are paid to the relevant bodies in a timely manner.
  • Coordinate preparation and dissemination of monthly financial reports, monthly received and disbursement reports, and develop and prepare other reports as requested.
  • Prepare analysis of expenditures and revenue on a monthly, quarterly and annual basis including comment on allocation of funds.
  • Maintain fixed asset register and keep all original documents pertaining to fixed assets.
  • Financial planning – Budget:
  • Lead on the annual budgeting process, ensuring that a priority based and robust budget, consistent with MA’s strategic plan, is presented for approval
  • Develop and maintain a long term financial model linked to the 5 year Field office plan
  • Develop and enhance management information reporting capability with financial KPI’s
  • Continuously review the organisation cost drivers, outlining options to optimise cost
  • Payroll:
  • End to end processing of monthly payroll, including reconciliation with related general ledger accounts.
  • Update and maintain payroll records.
  • Liaising with staff and management on payroll queries.
  • Ensure staff are paid on a timely basis. Maintain proper salary records for all staff.
  • Ensure all taxation requirements are fulfilled and compliant with the local labour law
  • Statutory Reporting:
  • Ensure the year end consolidation timetable is adhered to.
  • Lead in the preparation of the annual report and financial statements.
  • Prepare year end journals and consolidating adjustments.
  • Reporting:
  • Assist in the preparation of management and campaign reports, regular cash flow reports to support and develop MA’s decision making.
  • Participate in the overall annual budgetary process.
  • Staff Capacity Building:
  • Provide guidance and develop the finance staff of the field office and sub-offices.
  • Build the capacity of national staff to reconcile Financial System ledger entries to the Budget Versus Actual, working in co-ordination with the Finance Officer.
  • Train national and partner staff to prepare donor financial reports in line with donor reporting requirements
  • Carry out job performance appraisals for staff reporting to the Head of Finance
  • Any other duties that commensurate with the role

Educational Requirements

  • Bachelor’s degree in Accounting and Finance and either CA (CC), ACA or CIMA qualified (E)
  • Postgraduate degree in Public or Business Administration, Finance or Accounting (D).

  • 5 to 10 year(s)

  • At least 5 to 10 years’ experience in managing a medium- to large-scale finance department.
  • Skill:
  • Ability to work independently when necessary and at times with minimal supervision (E);
  • Numerical and financial management skills (E);
  • Strong managerial and coordination skills, with good relationship management skills including ability to coordinate working with diverse teams (E);
  • Fluency in written and spoken Bengali, English and other relevant local languages (E);
  • Excellent written and verbal communications skills (E).
  • Knowledge:
  • Extensive knowledge of the technical operating principles, practices and problems of NGO accounting, budget control, procurement, collection, licensing, insurance claims, payroll administration procedures, etc. (E);
  • Extensive knowledge of financial administration, planning, budget analysis, and accounting (E).
  • Knowledge of capacity building, staff support, learning and development activities and how to create a learning and sharing environment (D).
  • Ability:
  • Ability to work under pressure and to tight deadlines, and adapt to change (E);
  • Ability to interpret, assess, and effectively communicate complex financial information (E);
  • Ability to evaluate and improve the efficiency and effectiveness of operations (E);
  • Ability to successfully direct and evaluate subordinate personnel and to establish effective working relationships with the public and fellow employees (E);
  • Ability to complete necessary research and investigation (E);
  • Ability to prepare and present oral and written reports, presentations and recommendations (E).
